Romans 2:15
Which shew the work of the law written in their hearts, their conscience also bearing witness, and their thoughts the mean while accusing or else excusing one another;)
Simple English
This verse says that people can understand the law just by looking at their own hearts. Their conscience tells them if they've done something right or wrong. They either blame or defend each other based on their thoughts.
