When a man shall take hold of his brother of the house of his father, saying, Thou hast clothing, be thou our ruler, and let this ruin be under thy hand:

When a man chooses his family member to lead them, he asks him to become their leader, and to manage their problems, entrusting the solution to their troubles to him.
