Moses gives speeches about laws and the importance of following God before the Israelites enter the Promised Land.

Chapter 15

KJV - Deuteronomy 15:3

Of a foreigner thou mayest exact it again: but that which is thine with thy brother thine hand shall release;

You can ask a foreigner to pay it back, but if it's something belonging to your brother, you should let it go.
