Moses gives speeches about laws and the importance of following God before the Israelites enter the Promised Land.

Chapter 15

KJV - Deuteronomy 15:11

For the poor shall never cease out of the land: therefore I command thee, saying, Thou shalt open thine hand wide unto thy brother, to thy poor, and to thy needy, in thy land.

Poor people will always be present. So, I tell you to generously help your brother, poor people, and those in need within your country.
