Romans 13:3
For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:
Simple English
Rulers won't frighten those who do good things, but they will worry those who do bad things. So, why be scared of their power? Do good things, and you'll get praised for it too!
