1 Corinthians 9:21
To them that are without law, as without law, (being not without law to God, but under the law to Christ,) that I might gain them that are without law.
Simple English
To those who don't follow laws, like them in not following laws, (but not really without law since they follow it under Christ,) so I can reach out to those who don't follow laws.
