Joshua 21:13
Thus they gave to the children of Aaron the priest Hebron with her suburbs, to be a city of refuge for the slayer; and Libnah with her suburbs,
Simple English
So they gave the children of Aaron the priest the city of Hebron and its surrounding areas. This was to be a safe city for someone who accidentally caused another person's death. They also gave the city of Libnah and its surrounding areas for the same purpose.
