Leviticus 16:34
And this shall be an everlasting statute unto you, to make an atonement for the children of Israel for all their sins once a year. And he did as the LORD commanded Moses.
Simple English
This means that this rule will always be in effect for the people of Israel. Every year, they must do something to forgive their mistakes. Moses followed God's instructions on how to do this.
