Describes a time when Israel was ruled by judges and the cycle of turning away from God, facing trouble, and then returning to Him.

And the man went into the land of the Hittites, and built a city, and called the name thereof Luz: which is the name thereof unto this day.

The man went to the Hittites' land, built a city, and named it Luz. This name still stands today.
