Matthew 18:17
And if he shall neglect to hear them, tell it unto the church: but if he neglect to hear the church, let him be unto thee as an heathen man and a publican.
Simple English
If he doesn't listen to them, say it to the church group. But if he doesn't listen to the church group, treat him like someone who isn't part of our religion and a tax collector.
