Genesis 49:10
The sceptre shall not depart from Judah, nor a lawgiver from between his feet, until Shiloh come; and unto him shall the gathering of the people be.
Simple English
The ruler will not leave the tribe of Judah, and a leader will always be with them. This will continue until Shiloh arrives, and then all the people will gather under his leadership.
