Moses gives speeches about laws and the importance of following God before the Israelites enter the Promised Land.

Chapter 4

KJV - Deuteronomy 4:42

That the slayer might flee thither, which should kill his neighbour unawares, and hated him not in times past; and that fleeing unto one of these cities he might live:

So that the person who causes death could run there to hide, the one who unexpectedly kills their neighbor and didn't hate them before. They would go to one of these cities to stay safe and live.
