Moses gives speeches about laws and the importance of following God before the Israelites enter the Promised Land.

Chapter 20

KJV - Deuteronomy 20:11

And it shall be, if it make thee answer of peace, and open unto thee, then it shall be, that all the people that is found therein shall be tributaries unto thee, and they shall serve thee.

If they respond with peace and open up to you, then everyone in that area will become your helpers and will serve you.
