Moses gives speeches about laws and the importance of following God before the Israelites enter the Promised Land.

Chapter 19

KJV - Deuteronomy 19:4

And this is the case of the slayer, which shall flee thither, that he may live: Whoso killeth his neighbour ignorantly, whom he hated not in time past;

This is about the person who killed someone accidentally to save themselves. They run there so they can live. It's about someone who unintentionally kills their neighbor without any previous hatred.
