Moses gives speeches about laws and the importance of following God before the Israelites enter the Promised Land.

Chapter 17

KJV - Deuteronomy 17:15

Thou shalt in any wise set him king over thee, whom the LORD thy God shall choose: one from among thy brethren shalt thou set king over thee: thou mayest not set a stranger over thee, which is not thy brother.

You must make the person you accept as your ruler the one chosen by God from your family members; you cannot choose someone who is not part of your family to be your leader.
